I don't use a lot of CTMH stuff but what about going to your local scrap store for embossing powder and a white Staz on ink pad. You can use a coupon w/Michaels, Joannes, Hobby Lobby, and AC Moore and save a little bit that way.

Hi and welcome to SJ.
I think home-made embossing powder could be difficult. It would be made of some special kind of finely ground plastic which melts and remains stable at relatively low temperatures. I can't even think of what you might use as an alternative. Cling film might melt and form a clear coating, but the temperature you would need to melt it might be too high for the paper. Be very careful!
Can you get white acrylic paint? And fine sponges like make-up sponges? You might be able to make your own stamp pad out of those. Acrylic paint dries quickly though, and would need to be cleaned up properly after every use.
Good luck, and let us know how you get on?
