In my humble, Adobe Elements is the top choice.
Adobe Photoshop is THE top program, without a doubt, but it's quite expensive and fairly complex.
Elements is much cheaper and you can find free tutorials all over the place.

For a digi scrapbooker, I agree with Bob. PhotoShop Elements.
For a digi designer, full-blown Adobe PhotoShop

I like Digital Scrapbook Artist by Serif. It's designed specifically for digi scrapping vs. Photoshop Elements - which is used for digi scrapping, but not designed for it. If you're truly a newbie and not really comfy yet, then Scrapbook Max is a super duper easy program.
And, even simpler than that is what you can do at my photo book company - PhotoBooks{etc} You can upload your own digital scrapbook products right along side your photos and drag and drop them on the page. It's really simple to use with a few photo editing features like blur, color change, etc. but not overwhelming as a beginner.

I have to say I like photoshop best of all. It took a while to learn (it can get very frustrating when you don't realize you are in the wrong layer and it refuses to execute a clear instruction!) but it is always easy to go back a step and redo. I have also used Serif and ACDsee but in terms of flexibilty and results it has to be Photoshop.

I work in an old version of Photoshop CS but a lot of people make outstanding layouts in Photoshop Elements.

That'a a Good One.....! I've been there..!!
But in my humble opinion also, I agree with the Adobe Photoshop Elements,the easiest and you can learn tutorials on line, or the full version of Photoshop
(which indeed IS the Top program, it is far more expensive, and has a deeper learning curve)..
I think the big daddy Photoshop is more for digital photography and graphics..
ScrapBizzKim certainly has an excellent idea there if your just wanting to "dip into the waters", there certainly are more easier programs out there for all ways of digital scrapbooking..
I'll have to see the "Digital Scrap Artis by Serif" I've never heard of that one before...I'd like to see it....I've heard of ACDsee too..
I would LOVE to have the Photoshop CS (Creative Suite), however, I just can't afford it, so Photoshop is just as good at making amazing layouts..
Let us know which or what program you've found to try with...

Does anyone use the Creative Memories software (StoryBook Creator)?? I looked at PSE but I just don't have the time to devote to learn the ins and outs of the program.

I just got Stampin' Up's new program and it's very easy (you can either design it all yourself, or use drag & drop on pre-designed layouts/albums)
I don't know how it compares to the CM program, though.
